Apparently Hawaii has an interesting law that would apply here.  In
order to protect their local habitat, fish stores are required to take
back any fish that they sell.  

Even though it's to keep unwanted fish from being released/dumped, I can
imagine that it would have an effect on the type of fish shops would be
willing to sell.  My guess is there are a lot less of these tank buster
fish walking out the door with unsuspecting customers.
