I had a lot of problems keeping my saltwater nano tanks cool enough. One problem is the high wattage lights. I have since rigged computer fans to blow across the light and top of tank. I wire them in to old wall warts with 12volt output. I use the larger fans (120mm) or they even have ones on a flexible stalk. I have one of those attached on the back of the light so it blows across the light at an angle. You could just use a small regular fan as well. I leave the cover on of course because I really don't want more evaporation in the saltwater tanks. But for fresh you could open the tank up. You can also switch the lights to on at night instead of day or off completly if your plants will take it. My axolotyl has no light and no cover and an eclipse filter with the water running up and in the open. Lots of evaporation which I make up for by adding ice and cold water!
