I don't know about the gallons requirement, but it looked like he had a pretty massive heating and filtration plant in the video. Everything looked like it was in good shape, I think the real restriction for a setup like that would be a question of enough space for the fish to move and exercise. On a similar note, the Seattle Aquarium has marine setup similar in some ways to that where you can enter in the center while the fish swim around the outside of the room. I was just there 2 weeks ago and the stocking levels and size of livestock seemed pretty similar to those shown in the video.
