Oh, I would so like folks to use attachments so they get saved in the archives long after the free image hosting service has kicked the (photo)bucket.
But lookie, I just found something nifty: Mailman (our list management software) can be set so that images are not included in any of the e-mails, but are replaced by a link back to the archive. You click the link, it pulls the image from the website. This is apparently already enabled on the digest mode, hence the problem Matt K was seeing a couple weeks back (that's now fixed).
If we flipped this switch, then we could theoretically up the attachment quota to something much larger, megabytes even.
We can also try it for a little & see if anyone hates it... I'll ask the board.
