You can never guarantee this.  All judges will have their own approach.
You can only ask them to be consistent, and try to use the full range.

I think that we could easily provide the CD-ROMs free to the judges,
especially if we're offering to sell them to everyone else.  It would just
be a matter of burning off some early copies.

This also has the advantage of being able to include higher resolutions
than we'd otherwise want to put on the web version.
