First I'd ask him if he's serious and if he knows that he submitted the same tank twice. If he persists, then I think that, he paid the $5 for each, so let them both be entries. We never posted a rule about something like this. We might add something next year, maybe:
 
"If the same aquarium is entered more than once, for each entry the aquascape must be substantially different than the other entries of that aquarium, including substantially different layout of plants. The judges', in their sole and absolute judgement, shall decide if any two entries of the same aquarum are substantially different."
 
Or something along those lines that they must be diff and the judges' are the sole arbiters.

You guys must be doing something right... I don't think we've ever had
this much early participation.

Got the first controversy of the year today.  One of the contestants has
entered the exact same tank, but with the background changed, as two
separate entries.  I can tell it's the exact same tank because the plants
are in precisely the same location.  Literally just a background swap, one
film for another.  What do you think?

    * Force it to be evaluated as a single entry, cutting down the total of
      9 photos to 5?

    * Evaluate as two separate entries?

    * Evaluate as two separate entries but only allow one to win?

    * Go back to the entrant and ask them to resubmit?
