You're just to goodhearted to  see it. He knows the other judges. We usually go to some lengths to keep them anonymous until the winners are announced.  Suppose some judge wants some entry voted for and he's a swing vote; might that not be a sistuation in which one might be tempted to look for a favor?

I don't see a conflict of interest if he doesn't judge his category.

People are going to understand that there is a limited pool of judges
and that often the better judges are also the better aquascapers.
