Yes, you are probably right.
It just seems so much easier if all you have to do is email the file,
ftp it, or hand off a disk, than if you have to scan, etc. In my
experience, many people that want something "free" or for little cost
aren't willing to do much work for it -- the less the better. But I
don't mean to imply that the members of AGA lack scruples!
