It is very likely that it is due to the gases in the water
that you are putting into the aquarium and is not a cause
for concern. High gas levels in the water will mean that
the water reaches saturation sooner and the gases being
given off by the plants, unable to dissolve into the water,
will present as bubbles. 

You can ask for water supplier for a copy of the ater
quality report that they are required to produce and make
available under EPA regs. This will show most of the
important things. And you can ask the water supplier what
gases are dissolved in water that has been standing in the
pipes for any length of time. Usually it is just CO2 and
O2.

How much gas is in the water depends on the pressure the
water is under. When water comes out of the tap, it is at
atmospheric pressure and no longer under the water system
pressure (about 40-80 psi) so some of the gas that was
dissolved while the water was inthe pipes is released when
the water comes out of the pipes. You may have seen that
sometimes tap water in drinking glass look very cloudy at
first with minute bubbles but clear us quickly as the
bubbules rise to the surface are break into the atmosphere.
