These guys are talking about a cap on registration. If it's goes over 250, they might want some non-locals to come and help at the convention. But administration can get a bit whacky with too many cooks. The problem with the roomnight guarantee is you want it low to limit you maximum (if improbable) liability but yu want it high enough that you don't have folks not signing up because there are no more "discounted" rooms. We shall see.
