[AGA-sc] Proposal Doc to Barr

Since Tom wants a proposal Requirements & guidelines  doc,
I'dhate to send the old version if we can send a newer one.

You folks think we'll have comments within a few days on
the dreaded Word document?

OR

You do you think the draft looks good enough to send to Tom
with the caveat that it's subject to some changes?

OR would you rather wait. . .

Btw, I don't know what Word is doing to mess up the
formatting. I've cleaned as much of the formatting as I
could get my hands on, but unlike Wrodperf, you can't get
Word to actually reveal and give you access to all the
formatting codes it buries in the text.


I'm open to ideas to try to make the doc easier to use by
others.
