The main differences will be in size, colour and finnage. Female borelliis remain tiny (<1") at least the ones I've kept/seen. The male will have some blue colour especially towards the tail end and a high dorsal fin. Take a look at http://www.thekrib.com/Apisto/A-borellii.html which shows three males.
