I've noticed this problem, in my limited experience, sometimes when I transfer fish and the water temperature or pH is slightly different from their original location. (One of my recently-transferred tetras is exhibiting this symptom now.)
Also I've read this can happen if your water is still a bit cloudy from the fluorite or laterite. Their gills get clogged from the dust particles.
Could either one of these be the case?
