Two possibilities- 1) Some of the fry manage to wander from the herd momentarily (this part isn't possibility, it's just about a guarantee). The neons are built like buillets so they can move like bullets, and they can spot the movement of a single fry from quite a distance. It's worth the risk of a little pain when the baby gets far enough from the "circle of protection". 2) depending on the size of the tank and the feeding regimen, they are either suffering from high nitrate levels, or starving to death. There are others, but these are the most likely I can think of without more info.
