Substrate question

Well, I'm just about there --that is, setting up a 75 gallon tank for apistos
(probably nijsseni).  Thanks to the Internet and advice, I'm concocting a
3-layer substrate and using a cable heating system.

My question is regarding the top layer...sand or gravel? 1-2mm or 2-3?  Do
apistos care?  Plants care, so should that be the priority?
