I found - when I was trying to breed Rams - that they usually would get
going shortly after the water changes.  Although I too would leave it
for a few weeks.

It was almost like the long delay for water changes conditioned them,
and the water change at the end seemed to trigger them... they were
quite funny to watch...

Usually the pH was around 6.4 and the temperature was moderately high -
around 28 C.  And provide some slate or other smooth rock and there
would need to be gravel areas as well - so an empty tank is sort of out
of the question... I've had pairs spawn on slate, others spawned on
gravel, even when I would put a piece of gravel in their area they were
interested in, they'd go elsewhere to spawn on the gravel...

oh and bottom scavengers like cory's should be taken out of the breeding
tank... they graze on the eggs and the rams can't keep em away...
