Clearly you have something in your water which is trying to pull the pH up.
  So get rid of it.  Via RO.

Once you have RO water, add a bit of peat.  That should drop you into the
range you asked for.  And it should stay there pretty well.   Add a bit
more peat from time to time if needed.
