Actually, the U.S. East Coast is way overdue for an earthquake of Richter magnitude 6 - 7. The last one was well over 100 years ago and geologically speaking they happen there every 75 - 100 years. Anyway, I'd bolt any shelving that tall, narrow, & rigid to the wall.
