Well, it's pretty much a non-issue now, but to answer your question... The website definition of gsas-member states (although not enforced) that it is for members: "This list is used for discussion amongst members." Gsas-announce, on the other hand, makes no such claim (and rightfully so) as it is for general announcements that we would want to send out to members and non-members alike. I was not saying that gsas-announce was "strictly" non-members - as I have been the one nagging all the members on a semi-regular basis to ALSO subscribe to gsas-announce so that they get the "general announcements." My point is, of the two, gsas-announce is "expected" to include not only members, but non-members too.
