There are a couple of things that cause bumps like that on goldfish. The usual
cause is a type of papilloma, which is a tumor, and these can pop up on the
body (usually) or on the fins. You often get a number of them on one fish.
It is commonly thought that some type of physical or chemical irritant promotes
the formation of these tumors.
There are also viral causes, possibly for these tumors but also for "Lymphocystis koi"
and "Carp Pox" which usually affect koi and not goldfish.
At any rate, this is usually not fatal to the goldfish, and usually doesn't
become very extensive or cause any more disability than the genetic traits of
many goldfish.
