Depending on the temperature, brine shrimp can take up to 48 hours to hatch.
The warmer the faster.

Matt, What if after 24 hours there are no brine shrimp hatched?  Do I still
remove the air hose?  Does this mean I did something wrong?

How to hatch brine shrimp:
 
Needed - 1 qt. jar
Air pump
1 qt. of seawater - I collect mine off Alki beach
 
Add 1 tsp brine shrimp to 1 qt. seawater Bubble for 24 hours at room
temperature Remove bubble (I don't use an airstone, just a piece of rigid
airline
tubing)
Shine a light at the base of the jar, the newly hatched brine shrimp will
congregate by the light. Siphon off the orange 'cloud' of brine shrimp (you
can use the same rigid airline tubing combo you used to bubble the brine
shrimp). Feed to fish. Watch fish grow and be happy.
 
Repeat regularly with fresh seawater.
 
Brine shrimp hatching 102: Strain the brine shrimp through a brine shrimp
net - many people report success with handkerchiefs, too. Save the strained
seawater. Transfer the orange good stuff to a jar.
Then, strain the rest of the unhatched eggs/bad eggs/seawater mix through
the net, saving the seawater. You can then use the strained seawater to
hatch another jar ful. I find you get 2-3 good hatches out of seawater.
Coffee filter straining gets you 4-5 good hatches.
