I've got a few tanks at work and since I get ZERO natural light in my office, I've gotten a good education on which tanks can grow aquatic plants at the low tech level and which don't. My favorite is the little 2.5 gallon nano tank with compact florescent, no heater, no filtration, plants and red cherry shrimp & snails. The 12g Eclipse is just too tall to do well with plants unless you stick with java fern, and java moss. Even Crypts and Anubias have not done well in that tank. My 6g Eclipse does better with plants but I prefer using a sponge filter to using the biowheel tray. Here's a version of my red cherry shrimp tank: http://www.drsfostersmith.com/product/prod_display.cfm?c=3578+3730+18534+15494&pcatid=15494 This is a bit larger and the compact florescent fixture actually has replacement bulbs! Mine doesn't (sigh). I don't use the little outside power filter for red cherries.
