I think that if we are committing to this project, every member should
receive the whole list of rules, and the enty form.  If it's more expensive
to do that through TAG than separately, perhaps it can be a separate
mailing.  It would _seem_ though, that it would be less expensive to have
it as a pull-out section in the middle of TAG than to do a separate
mailing, if only from the prespective of postage.  Is this not the case, Mary?
