Of course! I have done this every year. I know that Charlene just sat on her copies, but I'm pretty sure Luis and Val got 2002 tapes, and I sent a small boatload to DFWAPC last year. I will also send copies to each speaker.
I think the guidelines should start with this: "If you are thinking of hosting a convention so that you can enjoy watching it in your own city, think again! The only way you are going to see the talks, and possibly even the field trips, is when it comes out on videotape several months later, after you have gotten sleep and life has returned to normalcy."
