Basically, whether you think that the added accounting work, which would
mostly fall to you and Jack, would be worth the benefit in cost reduction we
would recieve from a periodical rate permit.  My gut feeling is that it's
not.  But I didn't want to can the whole idea without the input from the
rest of you.
