It will always be a delicate balance.  Anyone that's
volunteered to run a project will want to have authority to
make decisions.  It's not just a question of time
(committees almost always take more time to reach concensus
than an individual takes to make a decision), but also of
morale.  Am I the Chair or and errand boy/girl?

And, of course, unless a person has authority, they cannot
be held accountable--the two go hand in hand, not because
they are related but because they are essentially two sides
of the same coin.

The way I wrote the docs, the AGA Board can designate
whomever it wants to make money/contract decisions.  If it
feels comfortable with the Chair, it can, basically,
delegate all or just some authority to that person.  Or it
can hold back.  So the Board needs to be clear about how
mcuh they are willing to "give up" and how much they must
hang on to.

Personnally, I think it's crazy to let one person make big
money decisions without at least one other person's
approval --  not just for these conventions but in general,
unless you are *the* owner of the funds -- it's just sound
business policy -- imo.

I suggest that at least an AGA Treasurer or other fiscal
representative of the AGA be in on all the big money
decisions -- sometimes it's better to endure delays than to
suffer regrets -- imo.  Contracts and big money descions
should be deliberate, unhurried, and well thought over.

I feel like I'm ranting but I'm only offering 2 cents.
