The mailer for 2003 went out in Sept. Didn't it. Won't
there be a TAG in or about Aug/Sept.?

Like I tell folks were I work when they want to submit
budget material late,"You can't get on the train after it
leaves the station." Running a schedule and a budget are
two primary tools they plan to use for execution -- bad
choice of words -- for implementation.
