What about charging them the $20 walk-in fee, but allowing them to put it toward membership... either new or renewal? That only costs us the marginal cost of shipping TAG to them for a year. (assuming that we are still at a point that we are printing more mags than we actually use) It seems to me that it would avoid some disgruntlement if it appears that theya re getting something for their money, and they MIGHT just remain members once they've been to a convention AND received TAG for a year.
