Don't get me wrong! You can keep borelli happy in a ten. 
For newcomers with apistos, a good source of info on natural habitats is
necessary. The environmental conditions that work on Apisto evolution
are very different depending on where the fish originate. The blackwater
(very soft/acid water) apistos are much more challenging than the
generalist apistos. Njisseni, hongsloi and others are not necessarily
easy fish.
Borelli is a generalist from the southern range - for example a
killiekeeping friend of mine just found them in Argentina while hunting
for his favorite killies - and come from conditions that aren't hard to
duplicate in a tank with average North American tapwater. You don't have
to do anything special for borelli - like cacatuoides, I've bred them in
the same tapwater as N. brichardi.
Borelli are recommended because unlike many other apistos, they are
REALLY small. Most of the others need at least a 15 gallon, just to have
enough bottom space. 
Borelli females are small, and even if the fish may possibly look drab
in the store, the males are really pretty.
