How about some diplomatic self help for the list.
This will require your participation.

Let's adopt the convention that if you have a complaint
with an off topic discussion, you forward the email with
a simple line

Your posting is off topic, this is the apisto list.

to the sender, not the list. cc: me if you want.

Don't elaborate it with any disparaging remarks about
the sender or the topic.

I am hoping some non confrontational peer pressure can
keep this list alive.

I am open to better suggestions, off list.
