When I was involved with killies and Apistos in the early 80's, I lived in
Buffalo, and made regular trips back and forth to fish club meetings in
Toronto.  We just declared them at the border.  There was then, and I believe
also now, no duty or import/exportrestrictions in either direction.  The worse
problems we had when declaring fish would be getting some Customs official who
was also an aquarist.  He's make us give him a look-see at what we had,
usually ask a couple questions about something unusual, and maybe exchange
phone numbers.  If we got searched without declaring them( happened to a
friend, not me), then there was real trouble.  Call the US Customs service in
whatever border town you usually cross at, or in DC, to find out about any
changes.
