THe amount of water being transfered makes me think you might not get all the dirty water out while trying to get clean water to the tanks. Maybe you could set up the treatment system upstairs in a closet or utility room, and poke a small hole in the floor to run a piece of PVC down to the fish room in the basement. It could run off a siphon and let gravity power it. A standard on/off valve would turn it off when you aren't filling tanks, and it could even be coupled with self-regulating siphons in the tanks to set up a drip-style automatic changer. All you have to do is keep the barrel of RO water full upstairs. These systems are much closer to the steady changeover that occurs in rivers where the fish live.
