Without getting complicated...

Look for GE Daylight Ultra tubes in your hardware store they're cheap in 
the 4 foot size and have grown plants well for me.  If other sizes are 
needed, try a lighting wholesaler, look into Vitalites (or Spectralites 
which are a commonly available clone)
