I think as long as they are represented as "aquarium fish," then that is true.
But if Customs realize that any of the fish originated from the wild (originally
imported into either the US or Canada), then it's a different story. It probably
also makes them more suspicious when one is bringing over a box or more full of
fish as opposed to a couple of bags. I know that fish don't cross the border
freely when they are shipped via airfreight.
