Yes, you can get ohmmeters at Radio Shack for around ten bucks. Using one to measure conductivity requires getting the two probes a specific distance apart, and knowing how to convert ohms to whatever conductivity is measured in (maybe it's mhos). Then you have to find out what the resistance or conductivity of a certain gap in water should be. It's easier to work a bunch of overtime and spring for the conductivity meter.
