I'm sure there will be more detailed replies so I'll keep mine short and simple.
Most apistos in the wild come from waters with low conductivity as well as low
hardness (TDS). The two are not necessarily the same. An example is water
softened with the typical salt exchange water softening system. The hardness will
go down but the conductivity will go up. There is a lot of anecdotal evidence
that low conductivity plays a major part in stimulating apistos to breed. This is
why most people encourage regular partial water changes. The wastes put out by
the fish will increase the conductivity over time while the hardness might not
change to any extent.

When it comes to lowering conductivity, the only solution is dilution with lower
conductivity water.
