Sounds like you want African rift lake cichlids to me. There just aren't many dwarfs that handle high pH & hard water. Shell dwelling lamprologines come to mind. So do some of the smaller Central American cichlids (Archocentrus). The only South Americans that might work would be A. cacatuoides, A. eunotus, A. steindachneri, Laetacara curviceps, L. dorsigera, Mikrogeophagus ramirezi, & Nannacara anomala, if the pH is not consistently above 7.5.
