I didn't feel that he understood my question about 
accountability/responsibility -- again, read my question at the bottom 
first, THEN his reply.

In fact, to me THIS reply raised more red flags than the first one.  See
what you think...

I can understand that.  If this is successful, it will only add to those
existing duties with new memberships and attention.

My concerns are similar in nature.  That is why I have offered to pay for
the first year of hosting, to set it up myself and only go live once I have
the support of the AGA.  I think my reputation and history will speak for
itself in this manner.  I'll research, prototype and build a turnkey
product.

If you believe the AGA will actively support the forum, then I will go
onto the next stage and begin constructing the forum and the team.  If there
is hesitation, please let me know so that we can address any concerns up
front.  If possible a tentative approval would be appreciated so that I know
the level of interest and support.  It will add credability to any
recruitment and avoid any misundertandings.

Also, is it possible to get a membership & email list, so that I can
concentrate on recruiting existing AGA members?  Short of asking everyone, I
am not away of any directory.

The first thing would be tentative approval from the board.  Then I'll
purchase the webspace and create the portal.  I'll set up the basic topics
and ask the AGA to review the layout and content.  At the same time I will
recruit moderators and authors from the AGA.  With the team established,
we'll review the portal page, the forum layout and topic list, assign the
moderators and get final AGA approval.  Only then would it go live.  If for
any reason the AGA does not approve the final concept or I am unable to
recruit a full team, we can drop the project in the prototype stage.
