Lilia,
I recently assumed that a batch of N. transvestitus fry failed to become
free-swimming when my temperature dropped and stayed below 78 degrees for a
few days.
It never happened again after I leveled the temperature out at 80-82.

I am moved to also suggest that your water
conditions may be TOO soft and acid.
