Just a suggestion-
I once set up a 55 gallon tank with a one inch thick peat moss pad between
the UGF plate and the gravel.  This tank reached a pH of 4.8 and got a very
dark amber color in spite of weekly 10% water changes.  You have stated that
peat is not acceptable because of the number of tanks.  Maybe you just aren't
approaching it right.

Also, if you drop the hardness down to DH1 or less, low pH levels will be
easier to maintain.
