Try water sprite.  It seems to be available everywhere, even though it isn't
usually marketed as a floating plant, but it grows well in clumps on the
surface, and labyrinth fish, at least, seem to like it.  (I always set them
up to breed in a
full 10 gal. tank, even though they're supposed to prefer a lower water
level.)
